Yes, hair grows faster when its shorter because gravity does not affect it as much. When gravity pulls longer hair, it folds over just above the root, inhibiting blood supply to the hair shaft. Shorter hair can grow straight up and gets blood supply all through the hair shaft. If one has very healthy hair it will actually bleed when cut.
